The organisation has operated without an income since July 1 this year after Mildura Rural City Coun- cillors voted against the introduc- tion of a new special rate, which would have applied to a broader footprint of traders. At the time, Council voted down the new rate due to the like- lihood of appeals in the Civil and Administrative Tribunal. It was argued that Council would be required to fund any le- gal defence. “The likelihood of appeals in VCAT is assured and Council will be required to defend the special rate in VCAT and will be liable for legal costs for successful appeals,” a report to Councillors stated at the time. This was despite about 80 per- cent of Mildura City traders sup- porting the new special rate accord- ing to the consultation criteria. However, a report tabled at last night’s monthly Mildura Rural City Council meeting recommended a Mildura City Heart Special Rate be implemented from January 1. Mildura Base was right behind the initiative this year, decorating not only its cancer-related wards with daffodils, but also the rest of the hospital.
