www.milduraweekly.com.au 12 Mildura Weekly – 11/07/14 By GRANT MAYNARD MILDURA West Inc. mem- bers are eagerly awaiting the results of a recent study to de- termine the feasibility of ex- tending Mildura’s 14th Street between Ontario Avenue and Ranfurly Way. The group’s secretary, Erin Fisher, said this week that members were keenly await- ing a report by Jim Higgs, the principal of TTM Consulting. TTM is a specialist traffic engi- neering company with offices in Melbourne, Sydney, Bris- bane and Gold Coast. Mr Higgs was appointed by Mildura West Inc. to un- dertake the study after a thor- ough tender process overseen by former Mildura City engi- neer David Eltringham, and now the principal of dje Con- sulting. “We enlisted David’s help because, as a former engineer working here, he is alert to the expertise needed to undertake this type of study, and famil- iar with our road network and what we want to achieve,” Erin said. The study is being funded by a grant secured by Mildura West Inc. from the Victorian Transport Accident Commis- sion. Mr Higgs was in Mildura late last month to study traf- fic volumes and movements using a number of hi-tech cameras placed at strategic lo- cations on streets and avenues that had the potential to ‘feed’ the proposed extension. The aim was to count traf- fic movements, and extrapo- late on that data to predict motorist behaviour if an ex- tended 14th Street existed. In a nutshell: “What we were trying to determine is how many vehicles would use the proposed extension if it was built,” Erin said. The cameras stayed in Mildura West Inc. eagerly awaits 14th St. report place for 24 hours, and the data they collected has now been sent to specialists in Canada for analysis. While the cameras were doing their work, Mr Higgs meet with a number of stake- holders in the extension push including Mildura West Inc. members, Vicroads and Mildura Rural City Council. He has also initiated, or will in coming weeks, con- tact a wide range of other groups considered to have a stake in the extension pro- posal including emergency services (Police, Fire Brigade and Ambulance Service), Community Roadsafe Mil- dura, Lower Murray Water, State Emergency Service Mildura, Mildura Senior College, Chaffey Secondary College, Mildura Develop- ment Corporation, Merbein Development Association and the Department of Transport, Planning and Lo- cal Industry. Mrs Fisher said Mildura West Inc. was confident that Mr Higgs expertise and im- partiality ensured that Mil- dura West Inc, and the wider community, would receive a definitive answer on the value of the 14th Street ex- tension. “We have no idea at this stage what the outcome will be,” she said. “Whether the report will favour the extension going ahead, or if the idea should be shelved for the present. “Mildura West is con- vinced the extension is need- ed now, but Mr Higgs’ report will tell us whether we are on the right track, or whether it is a project for the future. “If it turns out that the report determines that the extension is not feasible now, we will abide by that determination.” Mrs Fisher reiterated that the main driving force be- hind the extension push was Mildura West Inc.’s belief that an extended Fourteenth Street would result in a less congested Eleventh Street – the main thoroughfare through a densely populated area – and at the same time offer a viable alternative route for emergency services vehicles, cutting response times to people living be- tween Mildura West and Merbein. • STREET SMART: Touring the proposed 14th Street extension area are, left to right, Mildura Rural City Council’s Chris Davis, Mildura West Inc.’s Gordon Searle and Erin Fisher, and consultants David Eltringham and Jim Higgs.
